A replacement car key is really two products in one: a mechanical cut blade that operates the door lock and ignition cylinder, and an embedded transponder chip or proximity module that communicates with the vehicle's Engine Control Unit. If either half fails — or is absent — the car will either not unlock or will crank without starting.
